The Forbidden Kingdom Opens Up (A Little)

The secluded Himalayan kingdom has always been fiercely protective of its Buddhist-oriented heritage. Above, the Punakha Dzong, which is the second oldest dzong in Bhutan.

Until the 1970s, Bhutan had a no-tourist policy. It was feared outside visitors would corrupt the country's culture and spoil its pristine natural habitat.

The secluded Himalayan kingdom – often described as the last Shangri-La – has always been fiercely protective of its Buddhist-oriented heritage. This explains policies like the country's dress code, which requires Bhutanese to wear traditional robes, and the late arrival of television, first introduced in 1999, a day after the access to the Internet was also allowed.

Even today, few can say they've been to Bhutan, a mountainous country sandwiched between China and India. Tourism is still tightly regulated but this may change as Bhutan sets out to more-than-double the number of tourists it attracts as soon as next year.

Bhutan, which in 2010 counted 40,000 tourists, hopes to draw 100,000 visitors in 2012, says Kesang Wangdi, the head of the country's tourism council. The numbers pale in comparison to the over five million people that visit India every year. But it's a lot for Bhutan, which has a population of 700,000. So far Bhutan seems to be on the right track: between January and April, the number of tourists increased 62% from a year earlier.

Study to Map India’s Neurological Disorders

The study, the first of its kind in India, is being carried out by the International Clinical Epidemiology Network Trust, which works on improving health care research in the developing world. The network's executive director, pediatrician Narendra K. Arora, said the study will begin diagnosis on a sample population after the monsoon, and should provide the first concrete sense of the extent of neurological disabilities in India by early next year.

The University of Pennsylvania, Stanford University and the University of Wisconsin are partners in the study.

Dr. Arora said the reported incidence of neurological development disorders in India appears to be extremely low compared to other countries with better diagnosis programs.

"The census-administered data is around 2% of population," said Dr. Arora, adding that developed countries report rates at closer to 10% to 15%. "Certainly it is underestimated in India."

A 2007 World Bank study said that some estimates suggest that the Indian population with disabilities could be between 40 million and 90 million, or between 4% and 8% of the population at the time.

Reliance Communications Awaits White Knight

Reliance Communications Ltd. – India’s second largest mobile phone company by subscribers – needs an investor with a fat wallet and a big heart to help wipe the 320.49 billion rupees ($7.11 billion) debt off its books.

Reliance Communications’ stock has been pummeled over the last year.

Until then, the high interest costs on the debt – which it took to pay for third generation mobile services and expand its network base – will continue to eat into its profitability.

The company, a unit of Reliance Anil Dhirubhai Ambani Group, late Monday posted a bigger-than-expected drop in its January-March net profit, which tumbled 86% to 1.69 billion rupees. The 11^th straight year-on-year decline in quarterly profit came even as the company's revenue shot up nearly 37% to 69.50 billion rupees.

This growth was spurred by a change in the accounting treatment of revenue from the sale of network capacity to customers, leading to an additional 25.45 billion rupees in revenue for the quarter.

The stock opened lower Tuesday, but the performance wasn't as weak as dealers had expected and it later advanced to close up 2.2% at 89.40 rupees (the benchmark Sensex ended 1.5% higher), as investors were encouraged by news of a potential sale.

Study: Indians Most Optimistic About Retirement

India topped a list of countries in its hopefulness about retirement, according to a recent report by HSBC of people's expectations about their post-work life.

The study noted that optimism about retirement was in inverse proportion to the age of the respondent.

As many as 78% of Indian respondents said they expected to be better off than their parents when they retire. The next most optimistic people were the Chinese, while the French were the least hopeful, with the vast majority of them answering that they would be less well off than their parents, the annual survey said.

About 74% of Indian respondents also said they felt very or at least partially financially prepared for retirement, again putting it near the top of the list, well above the global average of 56% who feel that way.

The study questioned around 17,000 working people across 17 countries, which included both developed nations like the U.S. and France and emerging economies like Brazil, China and India.

It probably helps that for most Indians, retirement is quite far off (the study noted that optimism about retirement was in inverse proportion to the age of the respondent). While many other countries in the survey are rapidly aging, India, the world's second-most populous nation has a working-age population that is likely to increase for at least the next three decades.

The episode starts with Runjhun and Mahadevi walking through the doors of Pandey Niwas. The 3 Mamis are working in their kitchen. Mittho walks over and starts with her verbal abuse asking where they were gone so early in the morning. Kalsanwali joins in and starts with her physical threats of hurting Runjhun and pulls her by her arm. Billo joins the other 2 with the same kind of threats. Runjhun's both arms are pulled by Kalsanwali and Billo, with both giving her a long list of chores to do. Mittho stands there and rolls her eyes. The 2 Mamis start to bicker over whose work takes priority. Mittho, feeling left out, joins the duo with her list and threatens to withhold food and water until Runjhun finishes her chores. She pushes Runjhun out of the way to get started.

Mittho then turns on Mahadevi and questions her about where she went so early in the morning. Mahadevi stays mum. She asks Mahadevi to go to her room and Runjhun will bring her tea there. Mahadevi declines tea as he goes up the steps. Runjhun starts her tasks as sad music plays in the background. In their room, as she is mopping the floor, she spots "the calendar" that caused all the upheaval between her and Guddu and gets pensive.

She is back in the great room of Pandey Niwas and sewing when Mittho and Billo throw more things at Runjhun to do. Runjhun sits there quietly and Jamadar Kalsonwali joins in with more of her stuff in her threatening way. She pulls Runjhun up from the floor by her arm and asks her to pick up her washables as Guddu enters the room from outside. On hearing Guudu's voice, Kalsanwali lets go of Runjhun's arm and because of the force of the pull, Runjhun stumbles backwards with an armload of clothes, as Guddu leans forward to steady her. India is perhaps unsurpassed in the world in terms of the power wielded in the upper echelons of government by women. And the contrast was stark last year when the distinctly male heads of all five permanent United Nations Security Council members – the U.S., France, China, Russia and the U.K. – trooped to New Delhi to push for more trade and enhance relations.

Now, finally, a female global leader is heading this way to make nice.

German Chancellor Angela Merkel arrives Tuesday, doing her own version of what all those other leaders did, too: Make a pitch for closer bilateral relations and closer commercial ties. Among them: The much talked-about $10-billion fighter jet deal that India is expected to award in the next several months that now is a race between France's Dassault Aviation SA and European Aeronautic Defense and Space Co.'s Eurofighter Typhoon. Germany is part of the EADS consortium.

Ms. Merkel’s trip comes close on the heels of the visit last week by French Minister of Defense Gérard Longuet to lobby India to pick Dassault.

Kapil Sibal Chats with WSJ on Telecom’s Future

Kapil Sibal, minister of Communications and Information Technology, recently sat down with The Wall Street Journal for a conversation on how he's planning to reshape India's telecom sector. Here are some highlights:

On whether there too much competition in telecoms and too little spectrum:

“There was a time when the price of a telephone call was 90 rupees,” said Mr. Sibal. “Now it's 50-60 paise.” He said that India offered a vast market and he would ensure that there was sufficient spectrum available, so telecom operators should have nothing to worry about. But, he added, the telecom operators should also realize that ultimately technology has to be accessible and affordable to the consumer even as operators get a return on their investments.

On what technology standard for mobile would be adopted in the future:

"We must move toward a technology neutral regime, in which the licensee is entitled to use any technology he wants,” he said. “We must move toward convergence." Under the new policy, a licensee will be entitled to use CDMA and GSM, 2G, 3G, data and voice—or a combination of his choice. "The licensee should be able to tailor-make his business to the needs of the consumer," he said.

On the future of the 2G licenses that had been issued:

Mr. Sibal said some 124 licenses had been issued and he didn’t know what would be “the fate of those licenses.” One possible outcome was that some of the licenses would be revoked. Another was that some spectrum would be freed up if people didn’t roll out services in time. “We are waiting for the Supreme Court to make a judicial determination,” he said. “Whatever the result of that litigation is, we're committed to move toward the environment I'm talking about." As per details Jammu and Kashmir State Board of School Education has announced JKBOSE Class 10th Annual Regular Result 2011 for Jammu Division. Canddiates would be asked to enter their roll number in order to obtain Jkbose 10 Class X Result for Jammu Division Annual Regular Examination.
